In the context of the recognition of States there is, for example, the joint communiqué of 17 January 1986 signed by Spain and Israel, in which the Governments of the two countries decided to establish relations “signo evidente de la voluntad de reconocer ” (a clear sign of the will to recognize), an act which would without question be governed by the Vienna regime on the law of treaties.
