In 1874, a Canadian engineer had proposed to his Government the construction of a dam between Adam Islands, in Canadian territory, and Les Galops Island, in the United States, in order to improve navigation on the St. Lawrence River.

Furthermore, the Tribunal found Canada liable not only towards the inhabitants of Les Galops in connection with the injuries caused by the dam, but also towards all United States citizens.
