Human rights organizations within the Movimiento Nacional de Derechos Humanos were involved in drawing up the initial recommendation for the creation of a Comisión de Investigación de Cuerpos Ilegales y Aparatos Clandestinos de Seguridad (Commission for the Investigation of Illegal Bodies and Clandestine Security Apparatus — CICIACS).
