The obligation to do so came into force with a legal amendment of 23 June 1998 (Explosives Amendment Act, Sprengstoffänderungsgesetz 1997) and resulted from the International Convention on the Marking of Plastic Explosives for the Purpose of Identification (Übereinkommen über die Kennzeichnung von Plastiksprengstoffen zum Zweck der Entdeckbarkeit) of 1 March 1991.
وقد بدأ العمل بهذا الالتزام بعد إدخال تعديل قانوني بتاريخ 23 حزيران/يونيه 1998 (قانون التعديل المتعلق بالمتفجرات، 1997) الناجم عن الاتفاقية الدولية للتأشير على المتفجرات البلاستيكية بغرض الكشف عنها المؤرخ 1 آذار/مارس 1991.
