• Seminar proceedings were enhanced by a study tour of the experience of Beirut in planning and development of non-handicapping and barrier-free environments, particularly the innovative activities by SOLIDERE, the Lebanese Company for the Development and Reconstruction of the Beirut Central District.3 Seminar participants took note of the treatment of accessibility in rule 5 of the Standard Rules and adopted recommendations on policies and legislation related to environmental accessibility; institutional arrangements; training, applied research and evaluation; norms and standards; and information and outreach.4 Follow up to the seminar has focussed on practical action directed at promoting public awareness and building national capacities.
  وتعززت وقائع الحلقة الدراسية بجولة دراسية لخبرة بيروت في تخطيط وتطوير بيئات ميسرة خالية من الحواجز، ولا سيما للأنشطة المبتكرة التي تقوم بها “سوليدير” الشركة اللبنانية لتنمية وإعمار منطقة وسط بيروت(3). وأحاط المشاركون في الحلقة الدراسية علما بتناول تهيئة الإمكانيات الملائمة للمعوقين الواردة في القاعدة 5 من القواعد الموحدة، واعتمدوا توصيات بشأن: السياسات والتشريعات المتصلة بتهيئة الإمكانيات البيئية الملائمة للمعوقين؛ والترقيات المؤسسية؛ والتدريب والبحوث التطبيقية والتقييم؛ والقواعد والمعايير والمعلومات والتوعية(4). وركزت متابعة الحلقة الدراسية على الإجراءات العملية الموجهة لزيادة الوعي العام ولبناء القدرات الوطنية.
