  (د) وبعد أن لاحظت أنه وفقاً لأحكام المادة 4 الفقرة 8 من البروتوكول، يسمح للأطراف في تعديل بيجين باستيراد وتصدير مركبات الكربون الهيدروكلورية فلورية من "أي دولة ليست طرفا في هذا البروتوكول"، إذا رأى اجتماع الأطراف أن تلك الدولة تمتثل بصورة كاملة للمادة 2 والمواد 2 ألف - 21 وهذه المادة، وقدمت بيانات بهذا المعنى على النحو المحدد في المادة 7، قد تود تلك الأطراف التي لم تقدم المعلومات المنصوص عليها في الفقرة 1 (ج) من المقرر 15/3 إلى الأمانة قبل 31 آذار/مارس 2004 أن تنظر في تقديم طلب إلى الاجتماع السادس عشر للأطراف إعمالاً للمادة 4 الفقرة 8 من البروتوكول.
