• Según la comunicación, el 13 de febrero de 2004, seis trabajadores sanitarios y otras seis personas vestidas de paisano detuvieron y se llevaron consigo al Sr. Gurbandurdy Durdykuliyev, con residencia en la aldea de Suvchy, en la región de Balkan de Turkmenistán occidental.

• Asimismo, se informa de que el 3 de enero de 2004, el Sr. Durdykuliyev había enviado una carta al Presidente Niyazov y al Gobernador de la región de Balkan en la que les instaba a autorizar una manifestación pacífica de dos días de duración en la plaza central de Balkanabad, los días 18 y 19 de febrero de 2004, que coincidiría con el cumpleaños del Presidente y a no emplear la fuerza contra los manifestantes.
  وذكر أيضاً أنه في 3 كانون الثاني/ يناير 2004، أرسل السيد دورديكالييف خطاباً إلى الرئيس نيازوف وإلى حاكم مقاطعة البلقان يلتمس التصريح بتنظيم مظاهرة سلمية ممددة يومين في الميدان الرئيسي في بلقاناباد، وكان من المفترض أن تتم يومي 18 و19 شباط/فبراير 2004، لكي يتوافق مع عيد ميلاد الرئيس، وأن يمتنع عن استخدام القوة ضد المشاركين.
