  ويستعاض عن الفقرة 10 بما يلي: ”تؤكد من جديد تلك المسؤولية الرئيسية التي تتحملها الدول في مجال تهيئة ظروف وطنية ودولية تتسم بمواتاة إعمال الحق في التنمية، إلى جانب التزام هذه الدول بالتعاون مع بعضها من أجل تحقيق هذه الغاية.
