• In an article, entitled “Les droits de l'homme, trame de notre existence” (Human rights, the fabric of our lives), published in Le Monde on 9 December 1999, the Secretary-General of the United Nations, Mr. Kofi Annan, spoke of the Declaration of Principles on Tolerance and the Follow-up Plan of Action for the United Nations Year for Tolerance and stressed how vital tolerance is, saying that, without it, all human rights are doomed to remain a dead letter.
