• FIES: Fichero de Internos de Especial Seguimiento. In an internal judicial decision cited by the author there is a reference to the fact that the FIES roster is simply a database that records criminal, court and prison status of certain prisoners without dictating a way of life for the inmate, and that the prison regime for the treatment of extremely dangerous prisoners is governed by article 10 of the Act organizing the Penitentiary System, which provides for the possibility of an isolation regime.
  (2) جاء في أحد الأحكام القضائية التي قدمها صاحب البلاغ أن قائمة المساجين الموضوعين تحت حراسة خاصة ليست سوى قاعدة بيانات تحتوي على معلومات عن الوضع الجزائي والإجرائي والإصلاحي لسجناء بعينهم، دون الإشارة إلى نظام احتجاز السجين، وأن النظام الإصلاحي لمعاملة المجرمين بالغي الخطورة تنظمه المادة 10 من القانون الأساسي العام الناظم للسجون، الذي ينص على إمكانية تطبيق نظام الحبس الانفرادي.
• Colombia recommended that Uruguay: (a) continue searching for a way to adopt a legal framework to enable Uruguayan citizens resident abroad to exercise their right to vote; (b) continue with all necessary efforts for the swift adoption and implementation of laws and programmes for the defence and promotion of human rights; (c) ensure that the Executive continues providing all the necessary support to the judiciary to make progress in the investigation of cases of human rights violations which took place during the dictatorship, and that it further continues providing all the necessary support to the work of the Comisión de Seguimiento de la Comisión para la Paz .
  وأوصت كولومبيا بأن تقوم أوروغواي بما يلي: (أ) أن تواصل مساعيها من أجل اعتماد إطار قانوني يمكن المواطنين الأوروغوايين المقيمين في الخارج من ممارسة حقهم في التصويت؛ (ب) أن تواصل بذل جميع الجهود الضرورية للتعجيل باعتماد وتنفيذ القوانين والبرامج الرامية إلى الدفاع عن حقوق الإنسان وتعزيزها؛ (ج) أن تتخذ ما يلزم من إجراءات حتى تُواصل السلطة التنفيذية تقديم الدعم الضروري لنظام القضاء من أجل إحراز تقدم في التحقيق في قضايا انتهاكات حقوق الإنسان التي ارتُكبت خلال الحكم الديكتاتوري، وأن تُواصل تقديم الدعم اللازم لعمل اللجنة المعنية بمتابعة أعمال لجنة السلام (Comisión de Seguimiento de la Comisión para la Paz).
