  وحدد إطار عمل الأمم المتحدة للمساعدة الإنمائية أربعة أهداف قطاعية ومواضيعية حول هدف رئيسي مشترك هو تعزيز التنمية البشرية المستدامة لسكان مدغشقر والإسهام فيها، وذلك بغية الإسهام فيما يلي: إتاحة فرص لحصول السكان على تغذية ملائمة وكافية؛ وتحسين نوعية معيشة السكان، خاصة من خلال إتاحة الخدمات الاجتماعية الأساسية (بما فيها الماء)؛ وتطوير العمالة والأنشطة المدرة للدخل؛ وتعزيز القدرات المؤسسية، بما فيها تنمية الموارد البشرية ومساءلة المستفيدين على كل الأصعدة.
