  وقد أصدرت الحكومة الانتقالية مرسومين بإنشاء ”لجنة الرقابة على أعداد الجيش“ التي كلفت مهمة الإشراف على تحديد هوية العناصر التي كانت تنتمي لمنظمات عسكرية مختلفة، ومجموعة الأركان العسكرية المختصة بقواعد الإدماج التي تقع عليها مهمة تخطيط وتعهد الجوانب التنفيذية للإدماج.
• In respect of the French texts it should be pointed out that, unlike the Universal Declaration of Human Rights, which refers to “recours effectif”, the Covenant speaks of “recours utile”, notwithstanding that the violation has been committed by persons acting in an official capacity.
  ومن الواضح أن العهد، خلافاً للإعلان العالمي لحقوق الإنسان الذي ينص على "الإنصاف الفعلي"، يقضي بتوفير "سبيل فعال للتظلم"، حتى لو صدر الانتهاك عن أشخاص يتصرفون بصفتهم الرسمية.
