IFAD has published a handbook on the participation of poor groups in its projects, stipulating a method for the consultation of rural groups on the planning and conception of projects, the role of local communities, the need for local community reinforcement, and the organization of mechanisms for official recognition of the importance of procedures for the participation of poor groups of people.
