• With a view to improving the organization of health services, the Ministry of Public Health and Population (MSPP) has proposed a new classification of institutions whereby health dispensaries (dispensaires) and ambulatory health centres become First Tier Health Services (Services de Santé de Premier Echelon - SSPE).
