• Mr. Martin Scheinen, former member of the Human Rights Committee, emphasized the substantive importance of the International Covenant on Civil and Political Rights for minorities, as article 27 of the Covenant specifically refers to minorities, stating that “in those States in which ethnic, religious or linguistic minorities exist, persons belonging to such minorities shall not be denied the right, in community with the other members of their group, to enjoy their own culture, to profess and practise their own religion, or to use their own language”.
  وأكد السيد مارتن شاينين، العضو السابق في اللجنة المعنية بحقوق الإنسان، على الأهمية الكبيرة التي يحظى بها العهد الدولي الخاص بالحقوق المدنية والسياسية بالنسبة للأقليات، إذ إن المادة 27 من العهد تشير تحديداً إلى الأقليات بالقول إنه "لا يجوز في الدول التي فيها أقليات إثنية أو دينية أو لغوية، أن يُحرم الأشخاص المنتسبون إلى الأقليات المذكورة من حق التمتع بثقافتهم الخاصة أو المجاهرة بدينهم وإقامة شعائره أو استخدام لغتهم".
