• A Secretariat of State for Informatics, the Internet and OSS (Secrétariat d'État chargé de l'informatique, de l'Internet et des logiciels libres) has been established under the authority of the Ministry for Communication Technologies and entrusted with the responsibility of implementing a plan of action which aims, inter alia, to (a) create an enabling environment to foster the development of the ICT sector and reinforce local competencies in R & D and local production capacity for equipment and software (about 48 per cent of PCs used in the country are assembled locally); (b) develop national and international partnerships with the private sector; (c) launch a “family PC programme” in order to help poor families acquire a computer through low-interest bank loans; and (d) promote e-government and e-commerce.
  وقد أنشئت كتابة الدولة للإعلامية والإنترنت وبرمجيات المصدر المفتوح (Secrétariat d'État chargé de l'informatique, de l'Internet et des logiciels libres) تحت إشراف وزارة تكنولوجيات الاتصال، وعهد إليها بالمسؤولية عن تنفيذ خطة عمل تهدف إلى جملة أمور منها ما يلي: (أ) تهيئة بيئة تمكينية لتعزيز تطوير قطاع تكنولوجيا المعلومات والاتصالات، وتعزيز الكفاءات المحلية في مجال البحث والتطوير والقدرة المحلية على إنتاج المعدات والبرمجيات (نحو 48 في المائة من الحواسيب المستخدمة في البلد يجري تجميعها محليا)؛ (ب) وإقامة شراكات وطنية ودولية مع القطاع الخاص؛ (ج) وإطلاق "مشروع حاسوب لكل أسرة" من أجل مساعدة الأسر الفقيرة على شراء حاسوب بقروض مصرفية منخفضة الفائدة؛ (د) وتعزيز الحكومة الإلكترونية والتجارة الإلكترونية.
• Within the context of follow-up to global conferences, ECA, together with OAU and AfDB and in collaboration with UNFPA, organized the Fourth Meeting of the Follow-up Committee on the Implementation of the Dakar/Ngor Declaration on Population, Family and Sustainable Development (see E/CONF.84/PC/13, annex) and Programme of Action of the International Conference on Population and Development in Cameroon in January 2002.
