The latter is an ally of Jama Ali Jama, who was a rival claimant to the “Puntland” presidency.

• Mr. Hirse (Nigeria), noting the accomplishments of the United Nations peacekeeping operations, said that early action to address the root causes of conflicts and to bring parties together for peaceful settlement of their differences was more productive than waiting until conflict erupted.
