وما زلت أتذكر التحذير الذي جاء على لسان دبلوماسي أميركيكبير في ستراسبورج في أوائل تسعينيات القرن العشرين، في عشية حروبالبلقان: "إذا تركنا للأوروبيين تولي المسؤولية عن أنفسهم، فسوفيثبتون كونهم غير مسؤولين، ومنقسمين، وانتحاريين، وبعد ذلك سوف نضطرإلى إنقاذهم من أنفسهم".
