Though the agreement had been signed on 19th January 2005 by the Minister of Lands and Mines along with the Acting Minister of Finance, Chairman of National Investment Commission, Minister of Justice and approved by the Vice Chairman as Acting Chairman of the NTGL, the Minister of Lands and Mines in his meeting with the Panel on 15th March, vehemently and repeatedly denied the existence of the Contract even though in a meeting a week earlier (9 March 2005), the Chairman of NIC had confirmed having signed the contract in January 2005.
