  لذا، نود أن نوجه الانتباه إلى ذلك الجزء من مذكرتكم المذكورة آنفا التي أُكد فيها أو أشير فيها إلى “المحادثات التي يمكن أن تفضي إلى اتفاقات جديدة بشأن المياه داخل خليج فونسيكا وخارجه”، وحيث إننا قمنا بمراجعة المحفوظات لدينا ومذكرة التفاهم التي أعدها رؤساء القوات البحرية التابعة للسلفادور وهندوراس ونيكاراغوا في بويرتو دي كورينتو، نيكاراغوا، في 8 آذار/مارس 2002، وصدق عليها الرؤساء في إعلان بوتشوميل الرئاسي يوم 12 آذار/مارس 2002، لم يظهر لدينا وجود أى اتفاق بشأن باقي مياه خليج فونسيكا، ناهيك عن خارج الخليج، وبعبارة أخرى أي اتفاق كان في لحظة من اللحظات ثنائيا، أو كان بين السلفادور وهندوراس وحدهما.
