• Robbie Sabel, en monografía publicada por Cambridge University Press en 1997 bajo el Título “Procedure at Internacional Conferences”, sobre la doctrina y práctica de las Naciones Unidas, reseña el carácter contradictorio, ambiguo y elusivo de la doctrina sobre el consenso y parece insinuar que no puede hablarse de consenso cuando un Estado manifiesta su abierta e inequívoca oposición a una resolución o decisión del órgano deliberativo, incluida la Asamblea General de las Naciones Unidas.
  ففي كتاب بعنوان ”القانون الداخلي في المؤتمرات الدولية: دراسة للقانون الداخلي للمؤتمرات الحكومية الدولية/Procedure at International Conferences: A Study of the Rules of Procedure of International Inter-governmental Conferences“، نشرته Cambridge University Press سنة 1997 عن الاجتهاد الفقهي والممارسة داخل الأمم المتحدة، يصف المؤلف، روبي سابل، الطبيعة المتناقضة والغامضة وسيئة التعريف لمبدأ توافق الآراء، ويبدو أنه يلمح إلى أنه لا يمكن أن يحدث توافق للآراء إذا أبدت دولة علانية معارضة لا لبس فيها لقرار أو مقرر للهيئة المعنية، بما فيها الجمعية العامة للأمم المتحدة.
