• In the context of the EQUAL Community Initiative, the Work « DREAM - Combating racism and xenophobia in the Mass Media » has been implemented, since 2002, by the Development Partnership - Network for combating racism and xenophobia in the Mass Media, financed by 75% by the European Social Fund and by 25% by the Ministry of Employment and Welfare.

• Hence, the questionnaire has been developed around four basic areas: 1) manifestations of racism, racial discrimination, xenophobia and related intolerance, 2) the protection of victims of racism, racial discrimination, xenophobia and related intolerance, 3) responsibilities (positive obligations), 4) means and avenues to address possible substantive gaps in international law.

• In its conclusions from the seminar, the Working Group inter alia considered three directions of action that could be additionally instrumental in countering racism and xenophobia through means of law, namely, by:

• The Athens News Agency also participates in « Development Co-operation for Equality and Social Cohesion », a programme in the context of the EQUAL Initiative, together with 23 more institutions, and in the framework of this cooperation, an international conference has recently taken place on: « The attitude of Mass Media towards phenomena of racism and xenophobia », which included phenomena of racism against foreign women.

• In the follow-up to the recommendations of the 2001 World Conference against racism, racial discrimination, xenophobia and related intolerance, the Intergovernmental Working Group on the effective implementation of the Durban Declaration and Programme of Action, established by Commission on Human Rights (resolution 2002/68), has addressed at its meetings the issue of the relevant complementary normative standards.
