Thus, the Malmö Ministerial Declaration (as contained in document UNEP/GCSS.VI/1, annex), Governing Council decision 21/15 on support to Africa and the more recent Governing Council decision 22/10 on poverty and the environment in Africa, in particular, provide a clear mandate for UNEP to advise requesting Governments on modalities for incorporating ecosystems and ecosystem services into their poverty reduction strategy papers, country assistance strategies and national development plans.
