The flights of 4 December 2003 and 25 February 2004 were carried out by the Guinean army and did not transit through Tehran. They flew to Conakry from Lviv, Ukraine, via the Libyan Arab Jamahiriya. Overall, the Panel found 31 flights (13 carried out by the Guinean army and 18 by Katex) from Ukraine to Conakry since January 2000.
