  في ضوء الملاحظات الآنفة الذكر، تُقدم التوصيات التالية:
• With regard to the first flight, the Saha Airlines official again acknowledged that the aircraft had landed in Tehran but said that it was a ferry flight, that is, an aircraft travelling empty. Once again, even in the absence of additional evidence, it is hard to believe that a Boeing-707 aircraft would be flying empty from Sharjah to Monrovia via Tehran.
  (أ) ينبغي تشجيع الحكومة الانتقالية الوطنية الليبرية على القيام على نحو عاجل باتخاذ مزيد من الخطوات الجريئة لإثبات التزامها بالشفافية والمساءلة، وذلك عبر العمل فورا على نشر حالات الفساد وسوء الإدارة التي يتورط فيها مسؤولون في الحكومة الانتقالية الوطنية وغيرهم من الموظفين العامين ومحاكمتهم كلما اكتُشفت.

• Loading was time-consuming because it was done manually and each pallet was dismantled piece by piece so it could be reconstituted in the aircraft.

• The Panel's investigations of all the flight operators in Sharjah and Dubai did not turn up any evidence that loading had taken place in Sharjah. This version was confirmed by crew members that the Panel met in Dubai.

• Moreover, Saha Airline, admitted servicing the aircraft in Tehran, having submitted an invoice for US$ 2,900 for the servicing. Saha also acknowledged that it paid $15,461 to the Tehran civil aviation authorities on behalf of Astral Aviation, the Kenyan airline that owned the call sign used during the flight to Monrovia (see section IV, Civil aviation).
  وتبذل بالفعل جهود كبيرة لوضع أسس الحكم السليم والسلام الدائم في ليبريا، وذلك على نحو ما تجسده عملية التسريح ونزع السلاح وإعادة الإدماج والتأهيل وأنشطة الإغاثة الإنسانية والتنمية المتعددة التي تنفذ حاليا والتي يُعتزم تنفيذها في أنحاء كثيرة من البلد.
