(b) The Secretariat should also continue to bring to the knowledge of those concerned including non-State actors through the relevant Special Representatives, Representatives and Envoys of the Secretary-General and United Nations Resident Coordinators, resolutions and presidential statements of the Security Council as well as statements to the press made by the President of the Council on behalf of the Council members and ensure their promptest communication and widest possible dissemination;
(ب) ينبغي للأمانة العامة أيضا أن تواصل إطلاع الأطراف المعنية، بما فيها الجهات الفاعلة بخلاف الدول، على القرارات والبيانات الرئاسية الصادرة عن مجلس الأمن، فضلا عن البيانات الصحفية التي يدلي بها رئيس المجلس باسم أعضاء المجلس، من خلال المعنيين من الممثلين الخاصين للأمين العام، وممثليه ومبعوثيه، والمنسقين المقيمين للأمم المتحدة، وأن تكفل إبلاغ تلك القرارات والبيانات في أقرب وقت ونشرها على أوسع نطاق ممكن؛

كما ينبغي للأمانة العامة أن تواصل اطلاع الأطراف المعنية، بما فيها الجهات الفاعلة من غير الدول - بوساطة ممثلي الأمين العام الخاصين ذوي الصلة وممثليه ومبعوثيه ومنسقي الأمم المتحدة المقيمين - على القرارات والبيانات الرئاسية الصادرة عن مجلس الأمن فضلا عن البيانات الصحفية التي يدلي بها رئيس المجلس باسم أعضاء المجلس، وأن تضمن إبلاغ تلك القرارات والبيانات في أسرع وقت ونشرها على أوسع نطاق ممكن.

The note stipulated, inter alia, that: (i) the President of the SC should, when requested by Council members, draw the attention of the concerned parties to relevant Council decisions and press statements; (ii) the Secretariat should continue to bring to the knowledge of those concerned relevant Council decisions and press statements and ensure their promptest communication and widest possible dissemination; and (iii) the Secretariat should issue, as United Nations press releases, all press statements made by the President on behalf of the Council upon clearance by the President.
من بين ما جاء في المذكرة أنه: `1' ينبغي لرئيس مجلس الأمن، بناء على طلب أعضاء المجلس، أن يوجه انتباه الأطراف المعنية إلى القرارات والبيانات الصحفية الصادرة عن المجلس؛ `2' ينبغي للأمانة العامة أن تواصل اطلاع الأطراف المعنية على القرارات والبيانات الصحفية الصادرة عن المجلس، وأن تكفل إبلاغ تلك القرارات والبيانات في أسرع وقت ونشرها على أوسع نطاق ممكن؛ `3' ينبغي للأمانة العامة أن تصدر جميع البيانات الصحفية التي يدلي بها رئيس مجلس الأمن نيابة عن أعضاء المجلس في شكل نشرات صحفية للأمم المتحدة، بعد الحصول على إذن من الرئيس.
