While the recent increase in food prices is threatening progress made in fighting poverty, it nonetheless offers an opportunity for African countries to increase their spending on agricultural and rural development to 10 per cent of public expenditure in line with the Maputo Declaration; to launch an African green revolution within the framework of the Comprehensive Africa Agriculture Development Programme (CAADP) in order to double agriculture yields, accelerate economic growth and combat hunger.
