Under state and local law, the responsible authorities (state Governors, city mayors, county executives) are typically permitted to take a wide range of emergency actions pursuant to the general “police power” in order to respond to emergencies (for example, by imposing curfews in cases of civil unrest, establishing quarantines in response to public health concerns, and restricting water usage in the event of drought).
