• The Spanish Government expressed its condemnation of the bombing of civilian targets in Baghdad by the States cooperating with Kuwait, which had resulted in many civilian deaths. For this purpose, the President of the Spanish Government transmitted a personal letter to the President of the United States, explaining the Spanish position: “the Executive is convinced of the firm determination of the international coalition to avoid causing human victims and casualties among the civilian population, and therefore suggests that an investigation should be opened to elucidate the facts concerning the bombardment of the Iraqi shelter. The Spanish Government takes the view that aerial actions by the international coalition against Baghdad and other cities should be brought to an end, and military efforts should be focused on the operational zones around Kuwait”.
  وأعربت الحكومة الإسبانية عن إدانتها لقيام الدول المتعاونة مع الكويت بقصف الأهداف المدنية في بغداد، مما أدى إلى مصرع عدد كبير من المدنيين، وبسبب ذلك، وجه رئيس الحكومة الإسبانية رسالة شخصية إلى رئيس الولايات المتحدة، يوضح فيها موقف إسبانيا قائلا: ”إن الحكومة مقتنعة بعزم التحالف الدولي الوطيد على أن يحرص على عدم التسبب في سقوط ضحايا ووقوع إصابات في صفوف السكان المدنيين، لذا نقترح إجراء تحقيق لاستيضاح حقائق قصف الملجأ العراقي وترى الحكومة الإسبانية أنه يتعين وقف الهجمات الجوية التي يقوم بها التحالف المتعدد الجنسيات فوق بغداد وغيرها من المدن وتركيز الجهود العسكرية على مناطق العمليات داخل الكويت“.
