The Commission on the Status of Women, at its forty-third session, recognized that the effectiveness and sustainability of national machineries were highly dependent on their embeddedness in the national context, the political and socio-economic system and the needs of and accountability to women, including those with the least access to resources.76 Given the contextual variety at the country level, a tension may exist between the potential benefits of locating the national machinery within the Government, in terms of authority and access to decision-making bodies, and those of locating it externally, in terms of greater flexibility, freedom from political constraints, and enhanced interaction with civil society.
