The following questions were asked: (a) what do we need to do; (b) what arrangements do we have in place; (c) what are the institutional arrangements; (d) which key people should be involved and how; and (e) which are the first and most important steps to be taken. On the basis of the discussions that those questions provoked, a draft template for national disaster management offices was drafted and circulated to participants for comment and additional input.
