25(C) إذا لم يقدم المدعى عليه بيان دفاعه وفقا للمادة 23(1)، فعلى هيئة التحكيم أن تواصل الإجراءات دون أن تعتبر هذا التقصير في حد ذاته إقرارا بمزاعم المدعي (المادة 25 (ب))

As these default factors, data and assumptions may not always be appropriate for specific national circumstances, non-Annex I Parties are encouraged to use their country-specific and regional emission factors and activity data for key sources or, where these do not exist, to propose plans to develop them in a scientifically sound and consistent manner, provided that they are more accurate than the default data and documented transparently.
ونظراً إلى أن هذه العوامل والبيانات والافتراضات النموذجية قد لا تكون دائماً مناسبة لظروف وطنية محددة، فإن الأطراف غير المدرجة في المرفق الأول تشجَّع على استخدام ما لديها من بيانات عوامل الانبعاثات وبيانات الأنشطة القطرية والإقليمية فيما يتعلق بمصادر أساسية، أو، في حالة عدم وجودها، على اقتراح خطط لوضعها على نحو سليم ومتسق علمياً، بشرط أن تكون أكثر دقة من البيانات النموذجية وأن تكون موثقة بشفافية.
