The Advisory Committee was informed that the responsibility of the Special Representative of the Secretary-General for the four UNMIK Reserved Departments (Agriculture and Forestry, Civil Security and Emergency Management, Public Services, and Transport and Infrastructure), for which 92 posts have been allocated, would continue as long as the final status of Kosovo remains to be determined.

To address this, the Office for the Coordination of Humanitarian Affairs has strengthened its long-standing partnership with the United Nations Environment Programme (UNEP) through a joint initiative known as the Environmental Emergencies Service, which manages both man-made environmental emergencies and the severe environmental consequences of natural disasters.

The Deputy Police Commissioner for Operations (D-1) devises, plans and supervises the execution of non-lethal police operations in support of the Mission's policing mandate, including police patrol tactics, investigations, searches and seizures, community policing activities, crowd management and emergency response services; leads United Nations police and PNTL operations to ensure maintenance of law and order in the Mission area; ensures strategic coordination of key operational details at both Mission headquarters and in field offices for United Nations police and PNTL; assists national authorities in the development of national police operational plans to enhance the public's perception of security and carries out the handover of law enforcement operations to national police; devises and leads special police operations and develops the elections security plan in support of the presidential and parliamentary elections in 2007; coordinates and supports military operations requiring police engagement, including ensuring the proper utilization and engagement of formed police units in crowd management, the protection of United Nations personnel and facilities, and the building of national police riot control capacity; coordinates with the United Nations Security Coordinator and national security agencies in matters relating to the execution of police operations and the security and safety of United Nations personnel and the Timorese public as a whole; consults and collaborates regularly with the United Nations agencies and international and local actors such as non-governmental organizations on the nature and purpose of police operations; and assumes the duties and responsibilities of the Police Commissioner in his/her absence.
