Some participants were of the view that currently there are no arrangements that offer incentives or credits for activities exclusively dedicated to adaptation to climate change or disincentives for maladaptation, in contrast to existing regulatory and fiscal incentives for mitigation. Concerns were expressed regarding the insufficiency of resources available to support adaptation activities.

Noting the foregoing, and taking into account the existence of various funds that either include a provision for adaptation, such as the Special Climate Change Fund, or are dedicated to adaptation, such as the Least Developed Countries Fund, and the Adaptation Fund of the Kyoto Protocol, the UNCCD secretariat intends to develop three programmes to tap into these funds for the implementation of those aspects of NAPs relating to adaptation. This will be subject to the availability of supplementary funding.
ونظراً لما تقدم، ومع مراعاة وجود عدة صناديق تتضمن اعتمادات للتكيف، كالصندوق الخاص لتغير المناخ، أو التي تُكرس لموضوع التكيف، كالصندوق الخاص لأقل البلدان نمواً، وصندوق التكيف ببروتوكول كيوتو، تزمع أمانة اتفاقية الأمم المتحدة لمكافحة التصحر وضع ثلاثة برامج للاستفادة من هذه الصناديق بغية تنفيذ جوانب برامج العمل الوطنية المتعلقة بالتكيف، رهناً بتوافر أموال إضافية.
