The Commission agreed that it would be worthwhile to study the legal aspects involved in implementing a cross-border single window facility with a view to formulating a comprehensive international reference document to which legislators, Government policymakers, single window operators and other stakeholders could refer for advice on legal aspects of creating and managing a single window designed to handle cross-border transactions.
واتفقت اللجنة على أن من المجدي دراسة الجوانب القانونية التي ينطوي عليها تنفيذ مرفق نافذة وحيدة عبر الحدود بغية صوغ وثيقة مرجعية دولية شاملة يمكن للمشرّعين وواضعي السياسات الحكومية ومشغِّلي النوافذ الوحيدة وغيرهم من أصحاب المصلحة الرجوع إليها والاسترشاد بها في معالجة الجوانب القانونية ذات الصلة بإنشاء وإدارة نافذة وحيدة مصمَّمة لمعالجة المعاملات التجارية عبر الحدود.

At its forty-first session, in 2008, the Commission requested the Secretariat to engage actively, in cooperation with the World Customs Organization (WCO) and with the involvement of experts, in the study of the legal aspects involved in implementing a cross-border single window facility with a view to formulating a comprehensive international reference document on legal aspects of creating and managing a single window designed to handle cross-border transactions.
وطلبت اللجنة في دورتها الحادية والأربعين في عام 2008 إلى الأمانة أن تشارك مشاركة نشطة، بالتعاون مع المنظمة العالمية للجمارك وبمشاركة خبراء، في دراسة الجوانب القانونية التي ينطوي عليها تنفيذ وتشغيل مرافق النافذة الوحيدة عبر الحدود، بهدف صوغ وثيقة مرجعية دولية شاملة عن الجوانب القانونية لإنشاء وإدارة نافذة وحيدة تُعنى بمعالجة المعاملات عبر الحدود.

ولعل اللجنة تود أن ترى أن من المجدي دراسة الجوانب القانونية التي ينطوي عليها تنفيذ أي مرفق من مرافق النافذة الوحيدة عبر الحدود بغية صوغ وثيقة مرجعية دولية شاملة يمكن أن يرجع لها المشرعون ومقررو السياسات الحكومية ومشغلو النوافذ الوحيدة وسائر أصحاب المصلحة للاسترشاد بها في معالجة الجوانب القانونية المتعلقة بإنشاء وإدارة نافذة وحيدة مصممة لمعالجة المعاملات التجارية عبر الحدود.
