As I stated in my most recent report (S/2001/186, para. 60), the useful unilateral measures taken by the Government of Iraq to reduce the number of commercial disputes alone are not a remedy for such cases where a one-time supplier defies its contractual responsibilities and takes undue advantage of the existing vacuum in the commercial safeguards under the programme.
وكما ذكرت في آخر تقرير لي (انظر S/2001/186، الفقرة 60) فإن التدابير المفيدة التي اتخذتها حكومة العراق من جانب واحد لتقليل عدد المنازعات التجارية لا تعتبر وحدها حلا للحالات التي لا يلتزم فيها مورد يقوم بعملية توريد واحدة بمسؤوليته التعاقدية، ويستغل الفراغ الموجود في الضمانات التجارية بموجب البرنامج.
