• The resolution does not fully reflect all the concerns and issues of many States, since it preserves certain characteristics of the Commission on Human Rights. For instance, operative paragraph 8 on the Council's membership contravenes Article 4 of the Charter, as the Council should be open to all Members without condition or criteria. The latter part of that paragraph is equally objectionable, as it supports the position of some isolated international Powers that claim to have a monopoly on truth, to enjoy absolute rights and to be empowered to distribute certificates of good behaviour and good conduct to their allies and friends.
  أولا، الحرص على تحقيق أكبر قدر من الإجماع حول قضايا لا تخلو من جدل شديد وتباين في الآراء والمنطلقات، ورغم أن مشروع القرار الذي اعتمدناه لا يعكس كل همومنا وقضايانا بل واهتمامات قطاع عريض من الدول، إذ ما زالت فيه بعض ملامح من الوجه القديم للجنة، لا سيما فيما يتعلق بالفقرة 8 من المنطوق الخاصة بالعضوية، التي لا تزال غير متسقة مع الميثاق وما نص عليه في المادة الرابعة من أن العضوية مفتوحة لكل الدول دون شروط أو معايير، والجزء الأخير من الفقرة لا يزال يصب في اتجاه مصلحة بعض القوى الدولية المعزولة التي تدعي احتكار الحقيقة وامتلاك الحق المطلق وتحاول أن توزع شهادات البراءة وصكوك حُسن السير والسلوك على مَن يحالفونها.
