  قانون “بشأن تنقيحات القانون `المتعلق بالإدارة الحكومية للضرائب في أوكرانيا'” - تدرج الفقرة 5 من المادة 11 من هذا القانون، ضمن سلطات الإدارة الحكومية للضرائب في أوكرانيا، حق تعليق معاملات دافعي الضرائب والمدفوعات الأخرى في حسابات في المؤسسات المصرفية والمؤسسات المالية ومؤسسات الإقراض الأخرى، باستثناء المعاملات المتعلقة بدفع الضرائب، والمدفوعات الأخرى في الحالات التالية: في حالة رفض تقديم إثباتــات مشفوعة بالمستندات اللازمة أو السماح لموظفي الإدارة الحكومية للضرائب أو لأجهزتها بتفتيش أماكن تستخدم في استلام الإيرادات أو لها صلة بالاحتفاظ بأشياء أخــرى خاضعــة للضرائب، أيا كان موقعها، أو معدات أو آلات إلكترونية لتحصيل النقد أو أنظمة حاسوبية تستخدم في المعاملات النقدية مع المستهلكين أو أجهزة الوزن أو أجهزة شفرات الخطوط العمودية؛ وفي حالة عدم السماح لأجهزة الإدارة الحكومية للضرائب ولموظفيها بالاطلاع على حسابات مسك الدفاتر والبيانات المالية والإقرارات الضريبية (تقديرات) وإعلانات العملة وتقارير استخدام الآلات الإلكترونية لتحصيل النقد وأنظمة الحاسوب وغير ذلك من وثائق احتساب الضرائب ودفعها والمدفوعات الأخرى؛ وفي حالة العجز عن تقديم ما يثبت التسجيل لدى الدولة لمجالات أنشطة الأعمال التجارية والأذونات الخاصة (التراخيص والبراءات وما إليها) الممنوحة لهذه الأنشطة وشهادات المطابقة للآلات الإلكترونية لتحصيل النقد والنظم الحاسوبية؛ وفي حالة انتهاك شركة أو مؤسسة أو منظمة أو مواطن يمارس أنشطة تجارية للإجراءات المنصوص عليها قانونا للتسجيل كدافع ضرائب لدى جهاز من أجهزة الإدارة الحكومية للضرائب، أو عدم وجود سجلات عن الأشياء الخاضعة للضرائب أو عند وجود احتمال حقيقي باختلاس الأموال أو تحويل ملكية الممتلكات التي تكون مصادرتها بطريقة يحددها القانون الوسيلة الوحيدة لتعويض الخسائر التي تتكبدها الدولة بشأن عجز شخص قانوني عن دفع الضرائب.
