In this regard, the report of the inter-agency panel of experts established by the Committee on Agriculture, which was submitted to the General Council on 31 July 2002, recommends improving the accessibility of the existing facilities provided by the International Monetary Fund to ease the cost of importing basic foodstuffs, and further examining the feasibility of establishing an ex ante borrowing facility for private-sector food importers in LDCs and net-food-importing developing countries (NFIDCs).

In response to the concerns of some developing countries on the lack of implementation of the Marrakesh Decision on Measures Concerning the Possible Negative Effects of the Reform Programme on Least Developed and Net Food-Importing Developing Countries (NFIDCs), an inter-agency panel of experts, established by the WTO Committee on Agriculture, has made recommendations, inter alia, to improve accessibility of the existing facilities provided by the IMF; and to examine further the feasibility of establishing an ex-ante borrowing facility to be provided to the private sector food importers in least developed countries and NFIDCs.5
واستجابة لاهتمامات بعض البلدان النامية المتعلقة بعدم تنفيذ مقرر مراكش الوزاري المتعلق بالتدابير المتصلة بالآثار السلبية الممكنة لبرنامج الإصلاح بشأن أقل البلدان نموا والبلدان المستوردة الصافية للأغذية، قدَّم فريق من الخبراء مشترك بين الوكالات أنشأته لجنة الزراعة التابعة لمنظمة التجارة العالمية توصيات شملت من جملة أمور تحسين فرص الحصول على التسهيلات الحالية التي يوفرها صندوق النقد الدولي وإجراء دراسة جدوى لإنشاء مرفق للإقراض من أجل موردي الأغذية من القطاع الخاص إلى أقل البلدان نموا والبلدان المستوردة الصافية للأغذية.
