• At its seventh session, held in May 2004, CSTD suggested that Governments needed to demonstrate their political commitment and appreciation of the role of science and technology in development by increasing research and development expenditure in science and technology to at least 1 per cent of gross domestic product and to encourage research and development, engineering and design including in areas involving the assimilation of existing knowledge that address the needs of national development.
