In order to ensure appropriate funds for the development and support of education, the 1988 Constitution establishes, in article 212, that the Union shall apply, annually, never less than eighteen percent of tax revenues, and the states, the Federal District and the Municipalities, at least twenty-five percent of their revenues, including those resulting from transfers, on the upkeep and development of education. It also establishes that public elementary education shall have, as an additional source of funding, the social contributions for education collected from business enterprises.
ولضمان توفير الأموال اللازمة لتطوير ودعم التعليم، يقرر دستور عام 1988، في المادة 212، أن يخصص الاتحاد، سنوياً، لصيانة مرافق التعليم وتطوير التعليم نسبة لا تقل أبداً عن 18 في المائة من إيرادات الضرائب، وأن تخصص الولايات ومنطقة العاصمة الاتحادية والبلديات، على الأقل، 25 في المائة من إيراداتها، بما فيها الإيرادات المتحققة من التحويلات، وينص أيضاً على حصول التعليم الابتدائي الحكومي، كمصدر تمويل إضافي، على مساهمات اجتماعية للتعليم من مؤسسات الأعمال التجارية.
