They consisted mainly of price freezes that were not anchored in fiscal and monetary policy fundamentals, nor did they address problems of the indexation of wages and other prices to inflation. This resulted in a misalignment of various prices and allowed inflationary pressures to build up, eventually surfacing in a spiral of near hyperinflation in the early years of the 1990s.
