  هل يعقل أن الصرف في إطار برنامج بلغت موارده المليارات من الدولارات واليورو لا يخضع للتدقيق الحسابي الخارجي من المدققين القانونيين المحايدين من خارج الأمم المتحدة؟ هل يعقل أن تستقطع الوكالات الإخصائية التي تتولى تنفيذ البرنامج عمولة Commission لقاء هذا التنفيذ وتستخدم هذه العمولة لتغطية مجمل نشاطاتها أي التي تمت بصلة للبرنامج أو لا تمت له بأي صلة؟ وهل من المقبول لكم في المجلس أن لا تقف الشهية عند حد شراء السيارات والعدد واللوازم الإدارية؟ وهل من المقبول لكم في المجلس أن يحرم العراق من الموارد والعدد الإدارية التي يستخدمها البرنامج والتي يشتريها ويقتنيها من موارد العراق كالسيارات والحواسيب مثلا حتى بعد تسقيطها من الاستخدام؟ وأن تتلف هذه الحواسيب بأمر من نيويورك بعد استبدالها بحواسيب جديدة ويُرفض طلب العراق بتمكينه من استخدامها؟
