That plan would target 51 drug-cultivating and -producing townships, covering a broad spectrum of supply and demand elimination, law enforcement, community participation and international cooperation activities, and the estimated budget for the plan was $150 million.

The objective is to establish a cooperation framework involving north African Governments and other concerned Governments in a balanced supply reduction, demand reduction and law enforcement programme in north Africa.
الهدف المنشود هو وضع اطار للتعاون يشرك حكومات شمال افريقيا والحكومات المعنية الأخرى في برنامج متوازن لتخفيض العرض وتخفيض الطلب وانفاذ القوانين في شمال افريقيا.
