By examining these acts, and noting once again that those selected are merely a sample of the range of variations of these expressions, we have observed that those related to the recognition of States, Governments and de facto and de jure situations are the most frequent, although other cases, such as those consisting of promises, waivers and protests, are also formulated on various occasions.
وبدراستنا لهذه الأعمال، وملاحظتنا من جديد أن الأعمال التي اخترناها هي مجرد عينات عن طائفة متنوعة من أشكال التعبير، لاحظنا أن تلك المتصلة بالاعتراف بالدول والحكومات والأوضاع القائمة بحكم الأمر الواقع والقانون هي أكثرها تكرارا، وهذا لا يمنع من وجود حالات أخرى أعرب فيها عن وعود وتنازلات واحتجاجات.
Disagreement however was expressed to such an approach since a promise to do something, recognition of another State or of a situation, waiver of a right or protest against the conduct of another subject of international law did indeed produce legal effects, although in some cases only if other States or an international court took the author State at its word.
وأبدي مع ذلك اعتراض على هذا القول لأن الوعد بالقيام بشيء معين والاعتراف بدولة أخرى أو بحالة معينة والتنازل عن حق معين والاحتجاج على سلوك شخص آخر من أشخاص القانون الدولي لا يرتب في الواقع آثارا قانونية إلا في حالات معينة فقط عندما تعامل دول أخرى أو محكمة دولية الدولة التي أصدرت الفعل الانفرادي على أنها صادقة فيما تقول.
