The accompanying measures that had been introduced related to: regaining control of public finances by introducing budgetary discipline in the management of fiscal administration and the control of public expenditure; increasing public investment through grants and loans for reconstruction and rehabilitation; increasing agricultural production and exports; liberalizing all sectors of the economy, including the exchange rate to permit macroeconomic adjustments and stimulate competitiveness; managing the national debt by consolidating domestic debt and by negotiating debt relief with external creditors; negotiating agreements on structural adjustment with the Bretton Woods institutions.
