Article 63 refers to the participation of individuals in cultural events: “The State shall guarantee equal conditions and equal opportunities for the exercise and participation of individuals in cultural goods, services and manifestations, and shall take measures to ensure that society, the educational system, private enterprise and the media contribute to fostering creativity and cultural activities in their diverse manifestations.
وتشير المادة 63 إلى مشاركة الأفراد في الاحتفالات الثقافية، وتنص على أنه :"يجب على الدولة أن تضمن تكافؤ الشروط والفرص لتمكن الأفراد من الاستفادة من السلع والخدمات الثقافية وأساليب التعبير الثقافية والمشاركة فيها، كما يجب عليها أن تتخذ التدابير اللازمة للتأكد من أن المجتمع والنظام التربوي والمؤسسات الخاصة ووسائط الإعلام تسهم في تشجيع الإبداع والأنشطة الثقافية بشتى مظاهرها.
