والمذهب الحمائي الجديد الذي يتخذ شكل نزعة اقتصادية وطنية موجهة ضد التجارة والاستثمار مع البلدان النامية هو مذهب سلبي الأثر ينبغي تفاديه وتحقيق توازن شامل يعود بالنفع على الجميع.

(2) It was felt that for MICs as a whole, it was important for progress to be made in the Doha Round of trade negotiations, specifically in (i) the reduction of agricultural subsidies and the elimination of export subsidies (of any kind); (ii) the elimination of tariff peaks that the developed countries imposed on industries of interest for the manufacturing exports of MICs; and (iii) the need to put an end to the phenomenon of neo-protectionism and the presence of tariff barriers.
(2) اعتُبر أنه، بالنسبة لجميع البلدان المتوسطة الدخل، لا بد من إحراز تقدم في جولة مفاوضات الدوحة. وهو ما يقتضي إحراز تقدم فيما يلي: '1` خفض الإعانات الزراعية وإلغاء دعم الصادرات (بأي صيغة كانت)؛ '2` إزالة الزيادات القصوى في التعريفات الجمركية التي تفرضها البلدان المتقدمة النمو على الصناعات التحويلية ذات القيمة التصديرية للبلدان المتوسطة الدخل؛ '3` ضرورة وضع حد لظاهرة النـزعة الحمائية الجديدة ولوجود حواجز التعرفة الجمركية.
