One expert proposed that international organizations such as UNCTAD, the World Trade Organization (WTO) and the International Monetary Fund (IMF) take stock of what measures different countries were undertaking and monitor their effects, including under the auspices of a special international agreement that could define roles for global monitoring of the financial services sector.
