Where practicable, all funds collected by the government from taxation and transfers should be consolidated and then disbursed to specified activities so that the marginal social benefit from all activities is equalized, i.e., there should be little or no earmarking of funds to be spent only on designated activities.
وينبغي، إذا كان من الممكن عمليا، تجميع الأموال التي تجبيها الحكومة من الضرائب ثم توزيعها على الأنشطة المحددة بحيث تصبح الفائدة الاجتماعية الهامشية المتحققة من جميع الأنشطة متساوية، أي ينبغي ألا يتم تخصيص الأموال بحيث لا تنفق إلا على أنشطة معينة، أو أن يتم هذا التخصيص على أضيق نطاق ممكن.
